Veterans monument cost increases additional $4,000

West Pelzer Town Council voted to amend the Town’s sanitation contract Monday night and to approve an additional $4,000 expenditure in order to finally finish the veterans monument at the Town’s Chapman Park. That additional expense is the result of repeated design changes to the park and to the veterans monument that sits at the entrance.

By Stan Welch – Following minor changes to the design, the West Pelzer Town Council authorized Mayor Peggy Paxton to proceed with signing the contract for the construction of the veterans memorial that will be a key feature of the Chapman Park.

The changes included changing the language of the tribute wording to include all those who have given their lives in their country’s service, and not just those from West Pelzer.

Opening delayed

By Stan Welch – The opening of Chapman Park, which was originally planned for August, has been delayed by the Town Council’s decision to expand the park somewhat, as well as by their continued changes to the design for the veterans memorial at the front entrance to the park.

By Stan Welch – A combination of bad weather and bureaucratic tangles has slowed the progress on Chapman Park in West Pelzer. The park, which is budgeted at approximately $175,000, was slated for opening in mid to late August, but Town Clerk Paula Payton said that recent rains and some troubles getting various permits from the County had slowed the pace.

Work is under way on West Pelzer’s Chapman Park. Construction on the project is expected to be complete in mid to late August. Approximate cost is $175,000 and loan will be repaid from the town’s hospitality tax on prepared foods. The park fronts Main Street and is adjacent to the Town Hall site. Included in the design is a veterans memorial, as well as a covered area for use by the public and a playground area for children

Work to begin soon on Chapman Park

Work is expected to begin on Chapman Park in the next two weeks, according to Mayor Peggy Paxton. She told the Town Council that the final contractual details had been worked out and the contracts delivered.

West Pelzer approves $183,000 loan for Chapman Park

Construction of a town park moved a step closer to reality last Friday when the West Pelzer Town Council approved the terms for a loan to build the park. The Council, in a special called meeting voted to accept the terms of the $183,000 loan. The closing documents were to be signed on Monday, January 30. The loan, which calls for an interest rate of 3.8 per cent over a ten year term, will be paid with revenues generated from the town’s hospitality tax. That tax adds two cents to every dollar spent in the town’s limits on hot prepared food.

West Pelzer Town Council gave first reading approval to an ordinance that would authorize the borrowing of up to $200,000 to complete construction of the proposed Chapman Park. Future revenues from the town’s hospitality tax would be pledged to repay the loan over a seven year period.

West Pelzer approves bid for Chapman Park

The West Pelzer Town Council voted Monday night to recommend the low bid for the construction of the proposed Chapman Park. That bid, submitted by Zorn Construction Company, was one of three received by Goodwyn, Mills, and Cawood, the design firm handling the project. The bid of $174,777 was considerably lower, with AOS Specialty submitting a bid of $188,850 and L&J Inc. bidding $193,986.

Chapman Park ready to bid; burning in town to be restricted

During their regular monthly meeting Monday, West Pelzer Town Council heard an update on the Chapman Park project, discussed leaf and limb pickup and burning, clean up of property on Drake St. and purchasing bulbs for Christmas lights. Council also approved a new procedure for requesting information.
